I have built a couple choppers, I had a 4711 welding ticket when I did them, it pays to show them the choped frame in bear steel

DEFINITELY call Alex first. Stuff like tank n seat is piss easy--cutting frames n stuff. You need a guy that can sighn off on the work --and a guy who can do good work too

Having had a frame made for me and been involved in getting the LVVTA low volume ticket for my bike I definitely second Frosty's advice.
I have also heard good things about Alex Gee, I have never met him though.
Show the frame to a certified compliance bloke before you go any further. This will allow the certifier to see the welds and make his job easier, and as a consequence easier and cheaper for you to build it. You will need a certified welder to sign off on any welding work.
Not sure if you are aware of this; there is a list of certified compliance people who can do this work on the LVVTA website. Make sure you go to someone who can do both parts otherwise you may end up paying extra for work to be contracted out to someone else. The website also lists what constitutes a low volume vehicle, your bike will come under this.
Once you have an LVVTA certification your next hurdle will be getting someone to give you a WOF. I have had places refuse to look at my bike, so I have ended up taking it over to Colin at Papakura Motorcycles, he has been around a long time and ridden all sorts of bikes, and is chopper friendly. I am not sure of any other chopper friendly places for a WOF in Auckland.

it's not really a chopper he's building (lol) but he can surely give plenty of relevant advice, etc
and do your wof when you get to it
Just watch that the bottom of the frame is not too wide and low where it goes back to the rear wheel, you wont get much of a lean on the corners without it hitting the ground.
I had a chopper in for a Wof which did exactly that.
