All good, but hes probably a local admin, so he can just change the permissions back.
The simplest way, other than configuring the router, assuming he hasnt done Computer Science, is to have a second login just for him, a normal user account that has no rights to change the hosts file or IE settings.
If hes deleting the IE Cache, you can still see where hes been, DL this little utility and you can look in the index.dat file
