Have to put it down in Meremere, and zone Meremere as a Petrolhead only zone (no whingers allowed).

Hey Jim can we qualify this a bit.
The speedway had a 95 Dba limit --No question.
As I recall it was the same as the MNZ rule which is an individual
test carried out on each vehicle.
Why weren't the loud cars shut down ?
I bet it woulda only taken 1 meeting where the guys get black flagged off the track for em to come back with quieter cars.
I know all about the search for More Hp but a blanket rule.....

Hey another point -what has been done to improve the sound deadening around the springs.
Would it be possible to get an accustics expert to come in and sort something out there?
As I understand it the wingers aint in the place so why not contain/absorb the noise?

Yup there used to be noise testing "in my day", and I'm sure it's more stringent now. The bikes were usually louder than the cars for some reason. Damn, some of the push trucks were louder than the race cars That's what the Wednesday nights used to be about mostly - scrutineering and driver briefings.

The problem with sound that travels is that it is usually of a low frequency and it travels through anything it can vibrate, i.e ground, walls, the little tiny brains of the local residents (oops, sorry that just slipped in). It's quite easy to stop anything from about 3kHz up, but a lot of stuff under that isn't just transported by the air.

The area would need a good buffer between the track and residential zones.

But having said that, with urban sprawl, it is probably only a matter of time before someone wants to develop land closer to the track, thereby reducing or eliminating the buffer zone.

This is where the track operators would need to object to any residential development on the basis of reverse sensitivity. Development may still go ahead, but with strict building design to reduce internal noise transmission. (Doesn't do anything for the outside of the property though)

If the track operators don't object, and despite having a noise limit on the designated land,(which they comply with) if enough people moving into the area complain about noise levels, there is a section of the RMA - s17, where there is an obligation to mitigate any adverse effects on the environment, in this scenario being lack of amenity for the residents.

This doesn't however seem to apply so much to "essential" activities such as Seaports, where I read a Judge once stated that noise levels could be expected to increase as more demands are placed on port activities, such as increase in the frequency of vessel visits.

Te Marua Speedway has it's own noise limit, but if residential development gets much closer, they too could face problems.

One option is for the track operators to own the buffer zone, thus precluding any residential development.

I am not aware whether the Council consulted with the speedway about the rule change, but there is bugger all chance that the noise limit could be met.

When does the next proposed plan start being drafted and public make submissions - my bet is if the speedway does somehow manage to meet the noise limit and carry on operating, submissions from nearby neighbours will continue to seek a lower noise limit each time until the speedway is gone for ever.
YUP YOUR SOOOOOOOOO RIGHT. I THINK NOISE SUBMISSIONS CAN ONLY BE TAKEN FROM PEOPLE WHO HAVE LIVED THERE 75 YEARS OR MORE, AND THOSE PEOPLE WILL ALL BE DEAF . MY UNCLE BOUGHT A CHEAP PLACE RIGHT UNDER THE FLIGHT PATH AT AIAL I WONDER IF HE HAS GROUNDS FOR COMPLAINTS , THEY COULD AT LEAST LIMIT THEIR NOISE TO 85 DB AND NO FLIGHTS AFTER 11PM DO YOU THINK HE HAS A CHANCE?

This will no doubt happen . The Professionals will not rest till all green in Upper Hutt has been replaced with housing. Even my place, which was made by the Professionals, was built on an old dump! (This we found out after buying the house)

So much for living in a democracy where the majority opinion rules. How can the complaint of 35 override the rights of thousands?

It's the old lesson: Pick your fight.

Everyone hates noise, ergo we can't lose.

Kingsland and Western Springs residents can now sleep quietly.

    Sniff.

I really did enjoy going to sleep to the roar of the speedway on Saturday nights, all those years ago. Never bothered me.

Ah, well. Roll on the Super Saloons at Waikaraka next weekend. Sigh.

Further proof of the hypochrisy. It's just rich wankers with friends in high places lobbying to get their own way (and so the net capital gain on their newly aquired 'Grey Lynn' home goes up a few more points). No complaints about Waikaraka park, because its in Onehunga. If speedway was was in Otara, no-one would give a flying fart what the residents thought about the noise...
