yes its a tick box under your userCP options list to allow only messages from contacts and mods.

no no, the problem is anyone on my blocklist can bypass the block and message me on my visitor list. I can delete their text but the empty posting remains.

Makes sense -- if I had anybody on my ignore/block list, I wouldn't want to see their posts anywhere, especially on my profile page. Regardless of whether you feel people should just HTFU, there's a technical flaw here anyway.
