Not originally, but if it has collapsed right under the garden, the waterflow digs a hole.

Scenario gets worse if you live on a hill side.

Seriously, its not what they call a "maori drain" is it ? Drainage they used to use in the old days, a dirty great hole filled with stones I believe

Contact the council, they should investigate, if there is a pipe nearby the hole will continue to form even if you fill it. It doesn't need a collapsed pipe to create a tomo, a displaced joint or missing rubber ring will allow the soil to dissapear.
I have repaired some that were over 3m deep to the offending pipeline, council service plans will help.

Whats the problem? People pay a damn fortune for a water feature at the bottom of their garden.

Put in some water lillies and bung in some ceramic frogs and hey presto! A new selling feature

Get Heilen Klerke to come around for a publicity visit.
If "it" accidentally falls into the hole, fill it in immediately. If it was an old septic tank, it was made precisely for this job!
