    actually, the MODA states that any paraphenalia etc will be forfieted upon conviction. and you were held in custody overnight for simple possession of a pipe? i guess though if you give your fingerprints/name etc, and have no previous convictions, that you can expect to be held in custody, especially in auckland - they don't have anythign else to do.

    Police (in)effectiveness and use of fines revenue

    I would very much like to know whether or not the Police get to keep all the traffic fines they dish out. Where does all that money go? They should be spending it on compulsory driver education, because it's the BAD drivers that are the problem, and sadly in many cases speed is the achilles heal on an already incompetant (to some degree) driver. Speed is the easiest thing to police and gain revenue from and is also universally recognised as the major exacerbating factor to injuries resulting from vehicle accidents. So yes, speed does increase risk but I assert that the main problem on our roads is not speed, but driver incompetance.

    I would much rather attend regular compulsory driver education courses than be busted for driving faster than the legal limit because the latter is not inherently unsafe. Some of us are more adept than others but get lumbered with a regime tailored to a more universally lower level of driver skill and attentiveness. I would much rather see those standards lifted across the board; and busting the fast ones amongst us does very little if nothing towards achieveing such an improvement.

    More tickets does not mean fewer accidents per se. It may well lower the average open highway speed and that would result in less serious injury, but there are probably as many if not more slow dickheads that cause accidents than there are speedsters. Yes the speedsters will have a much greater impact and medical effect if they are involved in an accident, but those people are not inherently unsafe drivers.

    And if the criminal fines regime is not fully funding the police, justice, prison and parole system it bloody well should be. And if the bastards can't pay then put them to work for the public good. Enough already!

    like the petrol tax funds roads you mean. the only enforcment agency that keeps a portion of their fines are the local body parking tickets etc. fines issued by the police/courts, are deposited into the consolidated fund. the police are issued with a budget each year, they have to deliver all enforcment and investigation out of that budget. i'm pretty sure that last year the total nz police budget is less that the health budget for the Waikato DHB.

    how do you think helen and her mates have a $50 billion surplus? decimating the defence force helps i guess....

    By the book? Piss off and read my previous posts about stop signs.

    If you want "by the book" I'll have to ticket everyone that dawdles through a stop sign and that might piss a few people off. Can't please evryone though I guess and why should i care if a few people get annoyed? Fuck em, tehy should stick to the rules.
