An ordinance by the Philippines Land Transportation Office (LTO), banning more than one pillion to a motorcycle, has been called “anti-poor and oppressive” by a councillor.

Councillor Melchor Sadain also called on the LTO to reconsider the mandatory helmet law as poorer Philippinos make increasing use of motorcycles in the current economic crunch.
