True but Welly will be the worst off large city of all the city in NZ for two reasons
- It is closest to a major fault line hence it will experience the most shaking energy of any major city in NZ.
- The impacts of the shaking will be the worst that any major city will experience i.e losing the Hutt motorway, airport and nauranga gorge will make it very very difficult to get in and out of down town Welly.
Chch on the other hand has heaps of options for getting in and out and very little potential to loose all major routes.
8.2 is not some number dreamed up. There is plenty of historical data around in the form of geological records (shifted banks, rivers, sediment layers etc) that has been used to determine the 8.2. The scariest thing is that Richter scale is not linear.

Do not think of the 8.2 as being twice as bad as some of the 4.0 which sometimes occur in the area it will be much much worse (I think it is 10,000 times worse but stand to be corrected on this). An 8.2 is a seriously nasty shake that will be recorded the world over.
Back when I was at Eng school we were told there is a 60% chance of the "big" one in 50 years (or was that a 50% chance in 60 years
