    actually you are quite right, but in terms of parking fees, not fines, you can charge $10 a day for long term, but more for short term

    Weather is one thing that can determine whether you actually go to the mall or not. If you have parking close that has a high turn over (say a 30 min zone which is really close) people are forced to run in, see what is there and impulse buy. Because they don't have the time to run around all the shops and compare.

    The issue of shop staff using the available parking is the primary reason.

    We had a classic case in point in Dunedin a few years back. Typical small suburban shopping area, with perhaps a dozen shops, medical centre, etc. No off-street parking areas, and the street had no-limit (all day) free parking.

    The shop owners complained about the lack of parking and falling patronage, and wanted the council to provide a parking area on an adjacent reserve. However, when the council looked into the cause of the parking congestion, it was found that the shop staff themselves were taking up all available parking - often right outside their own shops.

    Solution - council put P5, P30, and P60 parking signs up, and patrolled them ruthlessly for a while. Shop workers were forced to park in adjacent streets, away from the shopping area. Lo and behold, the shops filled with customers again. Go figure...
