the issue that marks raises is a good one, which has long been a bug bear of the gdb fraternity. the situation is, STU units provide a fixed hour contract to the TLA's (Territorial Local Authority), such as Hamilton City Council, Waipa District Council etc. this provides school education (KOS), intersection control, urban patrolling, parking enforcment, seat belt enforcement etc. the TLA's have some highway component, but only a small amount (maybe 25% for speed enforcment, but that will include all roads in the area, not just the highway), and another small amount (maybe 5%) for crash attendance (no money in attending crashes!). Highway patrol/CVIU receives funding from Transit to patrol the highways ONLY. transit doesn't care about feeders and side roads. ACC also contribute to the HP budget, primarily for trauma reduction. like the STU budget there is a small amount of crash and emergency attendance included in the HP budget, but most of it is for enforcment and proactive patrolling, not reactive crash attendance. if HP and STU attend all crashes and criminal jobs that came their way, they will blow their crash and non productive hours in a month, and be so far behind in their other deliveries that they just won't be able to make them up. that leaves the poor old GDB cops, who are not so strictly budgetised, to attend all crashes, deal with the deaths etc. there is no room in the HP and STU budget to deal with serious injuries and deaths, as it is not chargeable as a job code to their core business. the budget issue may sound like a *cop* out, but it is your (the public) tax dollars that are being spent by Transit/TLA/ACC etc, you have demanded that these 'services' are provided, and if HP/STU dealt with all the crashes, they would never be seen, nor would they meet their contractual obligations. (i know some would want that anyway....)
so yeah - ron marks is right, but there is a bigger picture. what he is saying is nothing new. it's been happening since the merger

Police Commanders of the past (1970's and earlier) would have had a succinct reply to any politician suggesting that they 'contract' services to any other Govt department. But then they were real men, usually rising to their positions on their merits as cops, not on the basis of the degrees they've earned or pollies butts they've kissed.
