The best (legal) gain in performance was to "Blueprint" the engine ... which is to build the engine to the exact spec's and tolerances ... the engine designer originally specified for production of the parts and assembly of the engine.
			
		 
	 
 Of note with the final iteration of those reg's was the simple expediency of defining what you WERE allowed to do.
