The insurance companies must use the cheapest labour - so far we've had two insurance claims and both jobs haven't been done well. The first was a replacement shower after the base cracked, and the guy who did that job left the skirting board off and didn't paint or repair the wall next to the shower that he damaged removing the base. The second was a repainted ceiling after a water leak. I wasn't that impressed with the job when he finished it, and now, only a few months later, the bit where he repaired it (he used tape then plaster and then sanded it before painting) has cracked and looks awful. When the assessor came to see the ceiling we showed him the shower and he told us he couldn't charge the excess on the new claim due to such a poor job being done. I somehow think we'll be getting him back to look at the ceiling and I won't want the same guy doing it next time! He told me not to move the couch as he could stand on it to do the corners of the lounge! Yeah, right, we opened the sliding doors and put it out on the deck!

As far as contractors for insurance jobs go, I always ask if people have a preffered or can recommend a contractor. It's so much better if there's already a relationship there. However more often than not I get people asking if we can arrange someone.
We have a few builders we use a bit and they give us preferential treatment as far as urgency in getting jobs done but we certainly don't go for the cheapest - in price or quality. It's not worth it, especially as for some insurance co's these days we do the job for a fixed fee, so we don't want to be spending time fixing up cock ups...
Ultimately though, whoever does the job is doing it for the home owner, not the ins co, so the contract is between them. Insurers just pay the bill at the end, and mop up messes like this.
I wish journos would get the facts correct,be pretty sure it wouldn't be linoleum,maybe vinyl,maybe polyfloor commercial vinyl,hope it didn't have aspestos in it,then a real high jump awaits both company owner and contractor.Was helping a flooring contractor do a school clean up job a few years ago,the compressor blew a hose,and shitloads of ados went up the walls everywhere.The boss asked me to help remove the shit,had masks on using solvent,every 10min or so had to go outside due to fumes,then the dickhead education board clown turned up as we sat outside,just as well as he thought it was a good idea to smoke,soon got told to politely go away.

I wouldn't go tarring all the insurance companies with the same brush, there are a couple of well known insurance companies out there who will only use the cheapest labour but most make sure the job is done properly.
I hope you are changing insurance companies from the cheap one you are with at the moment!
