DSA proposes “Split” test

Potential new bikers in the UK could face having to take a two-part test, if proposals by the Driving Standards Agency are adopted.

Under the new proposals, the “modules” will be taken separately from each other. Module 1 would be handled at the test centre and cover hazard perception and bike control at 50kph. Module 2 would include an eyesight test and up to 35 minutes of riding on the road.

Module 1 would have to be passed before moving on to Module 2, which would have to be taken with 24 months of passing Module 1 and on the same class/capacity of motorcycle. Failure to pass Module 2 would not mean re-taking Module 1.

The proposed fee is £10 for Module 1 and £70 for Module 2, but this will rise in October 2009 to £15.50 and £75 respectively as part of an already agreed increase.

Yes, this would be a full licence, but with a restriction to 33bhp for the first two years. There is still Direct Access - as far as I know, the current rules would still apply (DA doesn't let you ride on the road by yourself, but the route they talk about above is to get you on the road).

Of course, before you can go on the road, you have to take CBT (Compulsory Basic Training), which is basic machine control, gears and a road ride. That allows you to ride a 125cc bike on the road for two years, by which time you must take your full test. If you don't, 12 months block on riding!

So we have CBT, then full test - with 2 year wait at 250cc/33bhp and then full, unrestricted automatically. Or CBT then Direct Access.

It sounds like your system can be quicker, or not... but in general, seems to be a mess of policies

I think aussie is taking the right way when it comes to learners restrictions. If there is a 33bhp limit for two years, people rush out and buy the biggest bike they can afford. This takes them from something that would struggle to hit 160k's, to something that will exeed that in what...First gear, out of 6? Where as being allowed to ride a 600 from the begining in aus, the difference wouldn't be so great.
