If I move back to Wellington it'll certainly be back in the Hutt. Maungaraki or Korokoro would be my pick, followed by the other Wetern Hill suburbs, then Alicetown and Petone. Parts of Upper Hutt are good,The Taka's on your doorstep would cancel out most negatives, like the frosts. As it's been said though, it's full of Bogans.
Naenae College is like the UN these days, with an over-representation from the African nations. Hutt High was starting to get a reputation for bullying and other anti-social behaviours early in the year if I remember right.

Johnsonville area is quite handy. It gives you easy access to Wellington, the Hutt, and north to Porirua. But there are quite a few bikers there already so you might want to move to somewhere a bit quieter.
