It's probably more than just the spring (and yes, if the bikes done some miles and at 15 years old the spring would most likely be tired) the shock is quite likely in need of a service as it's probably lost much of the nitrogen in it.
Then there's the fact that was the spring the correct rate to start with?
Best to talk to someone that specialises in suspension like Robert Taylor who can provide you with the full picture and your available options.
You'll never regret spending money on suspension and getting it properly dialled into you, your bike and your riding style.

Before you judge a man, walk a mile in his shoes. After that, who cares? ...He's a mile away and you've got his shoes

Apparently, Gebbe Bruin in D'Auckland can service these, but if the back end's saggy, it needs a new spring as well, so a replacement shock would be a better option. Have you tried cranking up the preload?

I have a spare 2001 VFR shock - I don't think it'll fit your bike, but I'll find out for sure. Otherwise, you're looking at around $1200 or more for a replacement.
    ... and that's what I think.

    Or summat.

    Or maybe not...

    Dunno really....
