If its a jap import it will be restricted to 180KPH, try and find out if 11000 rpm = 180 kph.
There is a sensor in the speedo, but some are also restricted through the CDI unit, Check out the following link relating to CBR250 de-restricting http://www.cr-x.org/cbr250/forum/top...TOPIC_ID=19547.
If the speedo sensor unit has been disabled without modifying the CDI it won't rev past the limiter in the CDI in any gear.

I end up going to repco to get a new hose. The supply me with some gate hosing. Only problem is it is to tight to pull all the way over the fuel filter inlet. So I got it enough for the clamp to fit over the hose. Once it wears through I try pull it all the way through. The hose fits the tank perfectly and the length is a little longer than the factory one. Makes it easier to pull the tank off.

So my bike is fixed, the problem was the fuel hose camp was left off where the hose goes into the carbs. It took a while for the bike to start i think because there was air in the fuel line. Thanks for your help, now i can get back to riding again.

Haha, not even close, speed limiter comes in at around 190kph (indicated) 11,000rpm == 120kph in sixth hahaha. All of them are limited through the CDI, the sensor is in the speedo though. There is a way to bypass it by doing some cable cut and solder which is probably addressed in that link to the cbr250 forums.
