Most likely it was one of those eejits who flicks the vents to "recirculate" and then doesn't realise that's why the windows are fogged up.
What's almost as bad is plonkers who go out to their car in the morning, it's all covered in dew and stuff, and they drive off like that: "It'll clear eventually". I saw one such plonker take out a scooter one morning, and another plonker wrote off my VFR750 by u-turning into me.
... and that's what I think.
