    Perfectly correct. If you make like Pavlov's dog every time the media find another string to pull what do you expect?

    The various departments are HUGELY over-regulated, and I think his estimate of compliance costs is way low. It's quite possible 50% of any given services' expenditure is blown on compliance costs, and the more you bleat about inefficiencies the higher that figure gets.

    An interesting read. The public sector has over the past 8 or so years done nothing but accumulate middle managers to manage 'processes', just as the author of that piece noted. It is all a by-product of pc liberalism and a pathetic need to be OVERLY transparent in the way a government department handles their affairs that it has become a piss take. A privately run company would have either sacked their CEO's and middle managers by now, or gone under. There is no way on earth to justify the management costs that the likes of the law legislaters, ACC, NZ Police, IRD AND THE GOVT MINISTERS THEMSELVES put towards their 'process management'.

    The way i see it they need to bring in privet sector people that do the stuff. With them in charge things should happen.

    They should also be protected from all the BS that the public sector has.

    I was in NZ Army 15 yrs...and most of what is written rings true. I have no doubt that it got worse over the last 15yrs (since I got out) and as a contractor, I still get to see the evidence of mindless beurocracy at work with Council and local govt jobs.

    It unfortunately filters through to the private sector. The public sector push their processes through and the private is forced to follow. Health and Safety policies must be the bane of every manager and small business owner. Employment and following "due process" in hiring, retaining and (if you can) firing staff. Complete wastes of time, energy and money. Just get on with the job at hand and dont get distracted by the BS

    It's not the civil servants I have a problem with it's elected mps who would rather argue about whose fault this was, who shoved a tennis ball in whose mouth and how much someone paid for their election campaign.

    They would be better making things slicker rather than talking shite all the time.

    but the she ll be right attitude has a lot to answer for..... possibly why these "regulations" were brought in ...some of the horror stories I have heard from the meat works industry ,,,

    Common-sense and a little less testosterone would be the order of the day me thinks...
