Do you realise how many holes there could be if people would just take the time to take the dirt out of them?

There is no such thing as bad weather; only inappropriate clothing!

    Thank you Klingon.

In the same spirit, here's a translation of what Drogen Omen said. Unfortunately my Spanish is not quite up to the task, so I enlisted the help of Babelfish:

Indeed, now alive in Wellington also and he is not as bad as Auckland.

But on the safety cloths question, according to my limited observations, Bolivia is a poorer country than NZ and people are much less concerned about personal safety. At least that's the way they act. Having said that, though I wear the safety cloths consistently now, when I was a poor student in the 1970s I didn't really bother. Autre temps, autre mores.

    who is who? Who knows?

If this is a joke then perhaps the op is the racist, however your comment about racist NZ is uncalled for, how about you change your location the what town or city in New Zealand you are in rather than just stating New Zealand, that might be a start.

Now onto your original question, whilst I can not comment from personal experience I understand Bolivia's economy is not as vibrant as New Zealand's, that could be one of the factors in the appearance of more safety gear, also consider the climate as possibly another factor.

It could also be the Kiwis are more safety concious with regard to their skin, who really knows there are so many factors to take into consideration. Just because some choose to wear the gear, you do not need to get insulting as you appear to be about this.

Perhaps English is as you indicate your second language and understanding the nuances of our particular dialect will take time, slow down a bit and think about what people are saying to you before you go off and call folks who are essentially attempting to help you racists.
Its not the destination that is important its the journey.
