Yeah I think the problem is the length of races here.
If the race is say 6 or up to 12 laps long, if there were an incident in lap 4 for example by the time the safety car went out and the incident cleared up..ie Medics and recovery.. half the time the race would finish under safety car (each lap under safety car is counted as race laps). So it is better off stopping the race and either restarting or declaring it.
For longer races however, I dont see a problem. Maybe the upcoming Enduro at Pukekohe could do that, be a good tactical time to pit and refuel/change rider etc.
Already in place for Endurance races. Look in GCR's
