    Oil, smoke and carbs...advice please.

Just drove my bike (89 CBR250R) from Dunedin to Oamaru (which is a ride of about an hour and a bit) and noticed (also got the same thing when I did the ride to Middlemarch but didn't pay it any heed) that there was oil or something coming out of somewhere. I can't tell exactly where but looks like it is SOMEHOW getting out of the dip stick area? I've attaced photos to show where it is spilling. Gets all over my right boot too. I'm a little worried tht if it is getting as far as the can it might get to the tires...which I don't want.
Also noticed that after I stopped riding and turned the bike off there was still white smoke coming out of the can. There wasn't heaps coming out but it was enough for me to notice.
Last note...that my bike seems to only be able to do 160km/h. Switching up to sixth only seems to lower revs and doesn't actually give me more speed. My bro has the same bike but in the 92 RR and he is doing up to 190km/h. Is there some issue with my bike or do people think it might just be a matter of a carby tune up? They were cleaned not too long ago.

Can anyone help or offer me some advice? Thanks!

Coming from the dipstick area would indicate that the crankcase is getting pressurised .....excessive blowby?
Easy one to check first is the crankcase ventilation blocked?
    Valves?
    Worn rings ....?
Those engines can do 100.000 plus kms, so look at the simple solutions first.
    Good luck
