It's not my point. It's John Key's. You won't see him using convict labour in a recession, just like you'd never see any Government using convict labour in a recession. Using convict labour costs the tax payer money, it isn't an economic gain.
It isn't difficult to coordinate. There are much bigger projects going on all over the country. The logistics are part of the project and it is just something to manage. People being paid to work on a project like this will live rougher than any prisoner would. Prisoners have rights you see.
