How to create a social group?

I read the FAQ: As a registered member, you can create your own social group (providing the administrator allows this). Go to the groups page and click 'Create A New Group'.
So I went to the groups page but can't see a link anywhere for 'create a new group' ??

You need friends.

Try socialising.

Look for people with similar interests.

Probably, I got this msg:
