I blame it on the cult of individualism that we've succumbed to over the years. Y'know, "it's all about me, screw anyone else". If you look at the context of the last 10,000 years or so, this is a very weird and unusual attitude.
What we need is less living in rows of (not so) little isolated boxes and more real functioning communities. Teach people to care for others because they value who they are, not because there's something in it for them. (And less SuperCity, more village...)

If it happened in the UK with 'our' Queen it would be different - people would care more.
If it happened in Australia - it would be getting a lot more press over here.

People aren't more desensitised, I'd say we are far less capable of dealing with a violent attack and the associated blood and death then our ancestors who not very long ago had to contend with such events more then a few times during their lifetimes.
Or maybe not, The people in the video seemed to be taking care of business.
The fact is we now get fed horrible events on a worldwide scale, and if anyone thinks they are feeling all that hurt then they are fooling themselves.
