It's parallel importing, which is legal in NZ. What happens is that in markets with rampant piracy (IE South East Asia), game publishers will sell their games for significantly lower than they do in the western world. A game that costs $100 here can cost $10 there. These stores buy those games, completely legally, and sell the CD keys from them. Same for movies, you can buy a legit DVD in many of these markets for $5-10 for new release movies, to compete with the pirated DVD's at $2-3.
