This is speaking from experience on my vj22, the vj21 should be similar.
The power valves should cycle either when you turn on the ignition or start the engine.
There is a grey wire by the battery, touch that against the -ive terminal and the valves should open half way. There should be some markings on the pulley at the cylinder that show when the valves are closed, %50 and open, these arent perfect but are a good indication.
When i want to be %100 sure mine are setup well i take the chambers off and feel the valve position up the exhaust port.

The OP complains his 250cc two stroke motorcycle is sluggish to accelerate from 2000 rpm.

Reccommended idle rpm was stated as being 1500 rpm.

What conclusion would you arrive at from that ... ??

Do you have a helpful suggestion ... that has not ALREADY been suggested ... ???

I think OP should let someone that has owned a 2smoke 250 take it for a ride.
rg250f was the last one I tried and riding it under 4k is riding it the wrong way.

I have ridden a few of them ... riding under 7000 rpm was the wrong way.

My FJ goes everywhere at 4500 ... no issues ... but goes at 7500 ...

update. increased the idle....easier to ride but still no torque on low revs. if i stall on steep hill , almost impossible to take off.. on 1st gear even pre-reving engine and playing with clutch it has no guts and cuts off ....my kdx200 and 220 have way way more torque on low revs.

the power valves servo moves after 5000-6000 revs.... is it normal?

had no time to do dipper investigation , day work , traffic , dark , no garage

    thanks.

True but 7k on a 2 smoke in town is going to end in tickets.
Not sure about 250 later than F model but 4k is ok in town but you would want find some bigger spaces every so often to visit mr P Band before the plugs fouled up.

It is a 250cc two stroke. Horsepower is not the issue. (as it barely exists)

Just ride it ... nobody notices an FJ with a good paint job. NOBODY cares about one with a bad paint job.

But ... on an FJ1200 ... you can sit on 160 km/hr all day (barely above idle rev's).... and you never lack in torque or horsepower ...

YOU decide which bike you want to ride ...

Scary mo'fuckers to wheelie though. More the landing than the wheelie itself.

Remember ... the GEARING on a KDX 220 is vastly different to your RGV250.
