Cleaning exterior of radiator

Can anyone advise on the best way to clean the exterior of my radiator.Looks like iv'e picked up some cement somewhere in my travels and as you can imagine i'm pissed.

Placemakers or similar maybe they have a product suitable for cement removal from polished floors etc which may help dissolve it.Remember a flooring contractor was laying solid vinyl flooring and some concrete/cement landed on it from dickhead builder,couldn't scrape the surface and managed to get solvent to remove.
