No one should be allowed free reign, If it were me I'd have a hundred people in vats so I could harvest their organs for my personal use, I'd divert 90 percent of the GDP to research and development methods to transfer my conscious into another body, I'd enslave the entire population and have them build monuments in my honour and I'd take my pick of who was going to get the privilege of choking on my load.
