edit: They probably are. Mum is a teacher, and gets a report from a kid saying he's being bullied (or worse, tells mum and/or dad). Apparently the other kid said to kid 1 that they said they didn't like them and didn't want to play with them.
I don't remember that being bullying when I was at school...
