has anyone ever come across rollaway lap belts in a car? (like the ones on a forklift), cause the center belts in my car are a pain in the ass, always coming out of adjustment, falling apart ect (yes it is a ford) they work ok once assembled these ones are dangerous IMO, so I would like to change to self tensioning ones so I know the thing is always done up corrrectly for my lazyass kids.

I'd assume that you'd see cars fitted with these if they were deemed safe for normal traffic speeds. Forklifts don't travel quite as fast...
In the 3-point seatbelts there's a "pulley-action" going on effectively doubling the strength of the belt and anchoring (or halving the strain on same during an accident). For the 2-point seatbelts for the middle of a backseat there is no such reduction. In our legacy we got a 3-point belt for the middle backseat which comes out of the roof and that's the only self-tensioning middle backseat seatbelt I've ever seen.
Make sure it's safe, not convenient :)

absolutley, these belts are so much hassle that they are likely to get neglected, I cant see any way of mounting a lap/sash type in the middle, I will just have to look around for a decent set.

I believe you can get a harness type belt for the back seats that are ltsa approved. Try that seat belt place auto live? I think they have centers around the country, else try the yellow pages.

Yank tanks from the late '60's and '70's had single sensitive lap belts for the front seats.Only legal as OE fitment, you can't retro them into something else.

stink, that sucks.
aren't you an AVI?
can I replace the middle seatbelts with some better aftermarket ones, like in a toyota or nissan?
the early nineties falcons centre belt is sooo dodgy, you must have come across them in your job.
