Wouldn't a better use of the word 'lockdown' be to describe getting the prison staff out, locking the prisoners in a confined area and saying "whoever isn't the last man standing was a fucking girls blouse anyway"?

I don't know why the prison is not in permanent lock down. Seems the safest solution.
