get a bike with adjustable forks?
I may be wrong, but pretty sure they are not adjustable for preload,
If they are, it will be the second biggest collar on the top of the fork, winding this clockwise should see the preload increase.

However, why do you want to change preload? chances are front end (and rear) will never have been serviced, so the oil in the front end will be a thick mucousy mess.
Go see uncle Robert at CKT, he will look after you.

like new new? that would be worth more than the bike?

Spring rate is much more important than preload as far as weight is concerned, and obviously most 250s are sprung from the facotry for a 55 kg nipponese wheelymeister...

Heavier rate oil MAY help a little, preload will help a little, but at the end of the day, it is a road bike?!
