If it was me I very well coulda been "very annoyed" at my partner, then if it was me I coulda trudged off to find the Fire OIC, only to be confronted by a bicycle in the middle of a crash scene which was meant to be secured by police but was clearly not, so was (if it was me) "surprsised" to see you. I'm sure a quick apology would have sprang forth had it been me.
