i've used paypal many times, bothways - as a seller and as a buyer and it has always worked just fine, including sending/receiving refunds. your case james actually proves it as the funds were held by paypal until you were to complete your side of the deal. the problem was that your supposed part of the deal (paying the shipping company) was likely a scam. paypal has nothing to do with that but obviously there are always people who will try to abuse the system. some countries are more succeptible to this due to poor regulations and/or their enforcement. good you pulled out in time!

What's more, if you can prove that a supplier has misrepresented their product and it's substantially not as advertised, they will organise a partial/full refund. If the vendor still refuses to comply, Paypal will remove him from their trading system. Ask me how I know!!
