It can be, it can also be from a bad front tire. I'm assuming you mean the front tire is pushing to the outside, under steers, opposite would be tucking or over steers.
Check your sag, you can also increase rear HS compression, this alters the ride height of the rear of the bike, its very sensitive so only increase by 1/8 turn at a time.
Fork binding or anything that makes your forks sticky can also cause this.
Make sure your forks are not pumped excessively with air.
Most likely you need to tune your forks rebound settings. Try riding through a corner that is giving you problems, increase rebound damping 4 clicks to see if it improves then fine tune from there (2 clicks maybe enough but you will feel the initial difference with 4 or more clicks).
You can also decrease fork LS compression if the rebound is not the problem depending on where they are at, most bikes the compression is backed out too far already because the forks are too stiff for the rider in the valving, but more than likely if sag and front tire is ok, compression is ok and your spring rates are correct the problem is in the rebound settings.
Make only one change at a time, record your changes and make note of the result and target your problem area, don't blindly make changes.
So many causes are possible, fork rebound most likely if everything else is set up correctly. Hope that gives you some ideas as to what to try.
