    Sorry, the way I read your post suggests that an additional 700,000 'newbies' (ie had no previous convictions) joined this group. I looked at your link but couldn't find the exact figure reference (once again, too lazy to search through it all) so is this what you are saying?

    The money needed for the ones in jail can be earned by them.

    Then bugger all tickets would be needed and the Gov't would STILL get money from the 'public'.

    Adds a hell of a lot of weight to the arguments that:
