I think it's OK as long as you quote the source of your information and maybe the author of the article.

I've emailed people where I can at times asking if I can use stuff they have on the internet i.e. technical descriptions of the same item I'm selling on eBay etc.

Most people are only too happy to have their work used.

If it doesn't say something like this I would be surprised.

    COPYRIGHT:
This magazine and web site are copyright in
entirety. Material may not be reproduced without
the written permission of the publishers.

But the decision is really a moral one.

    >>Most people are only too happy to have their work used.<<

With permission which is usually freely granted. Without - it gives me the shits. That would be most professionals' view.

    If it's like I remember there's some 10% rule for academic/educational use.

Though my memory is like a sieve...

There are terms of 'Fair use' that go beyond that. Even including extracts from the article is permissible under those terms.

    It's about intent.

If you are reproducing something and sticking it on the net so someone doesn't have to or is less likely to buy the magazine - a publisher might pursue.

If it's fair use I'd just ask for a credit and please say how marvelous I am.
