It's India. I could get a motorcycle licence for my dog if I wanted to.
Rightly or wrongly, India is way ahead of New Zealand, where licences are issued according to age and incompetence, rather than competence!

Can't see the concept catching on here.
I know of shorties who ride, but at least have a taller partner on the back to enable them to stop at intersections etc.
So encouraging to read that this fellow won't be legal to be on the road at least.
