In the UK a bike over 25 years pays no rego at all. Here it's 40 years to get a discounted rego. Why the difference? What makes 40 the BIG date?

It was a date that the VCC organized directly with the government for reduced RUC's for vintage vehicles. Basically vintage vehicles are not usually used as normal transport but as recreational vehicles.

Also continuous registration does not apply to vintage vehicles. So as long as I have a WOF I can tax my vintages for 1 month every year.
