How can it possibly be called a "racetrack"???

There's no start/finish line with a chequered flag being waved or flag marshals...

All up, on the right day its a fantastic piece of road to ride, which like many other roads is great to ride quickly, but racing.... not sure thats such a good idea, you'd spend too much of your ride anguishing over the possibility of on coming traffic, mr plod and not making a corner.

I'm guessing this is more likely Joe public referring to us (the proverbial all of us) riding anything other than at car pace, which is unfortunately going to happen because we all do like to enjoy the occasional corner.
May I also take the next step in assuming that the people who do pull late overtakes on the inside/outside probably could not give a rats @ss what anyone thinks about safe or unsafe practices because they are a rule unto themselves... I am as guilty of enjoying the road from Thames over the hill, but I stick to the 100 mtr clear visibility rule for passing.

Point? don't overdo it if you don't have to, if we were more courteous, would they be complaining to the police as much?

Easily organised - outside my place in Whiti on pit straight (Buffalo Beach Rd), as you turn out from the airport road. The bridge would ideal

Flag marshalls - I'm sure there's plenty of people who flash their lights warning of impending danger
