    Alt Idea - Killermeter

    OK I think I saw somewhere here the request for ideas...

    How about a type of electronic card system?

    Purchase in 3, 6 or 12 month units.
    Units based on maximum vehicle occupancy ability i.e.
    Any vehicle that can only transport operator = 1
    Any vehicle, operator plus 1 passenger = 2
    Any vehicle, operator plus 2 passenger = 3
    and so on...

    Keep existing Rego system. Use to determine occupancy ability.

    Cards are transferable between any vehicle providing they have a unit capacity equal to or greater than the vehicle to which they are applied.

    Monitoring via electronics, fixed and mobile.

    Pros.
    Fairer than a levy on all vehicles.
    Fairer than a levy on license.
    Can be applied to public transport.
    Could be linked to congestion management.
    Could be linked to toll management.

    Cons.
    Setup cost would be high.
    Unit cost would be high, not every vehicle is being levied.
    Big brother is watching (more).
    Public transport operators could/would raise their fees

    you mean cards to operate vehicles? what if you don't have a pillion that day?

    sounds horribly expensive, prone to cheats, and really seems a bit ridiculous....

    Like buying RUC except you pay for potential occupancy ability.
    Short of charging every individual... (if) you pay rego, you don't necessarily use your vehicle every day... charge is for potential.
    Yes, expensive setup. I guess it would be prone to cheating like any other electronic toll system as used overseas.
    Perhaps less ridiculous than the currently proposed scheme.

    could be ok for my bike. but my commodore has 5 seats and my vanimal has 6 and i fill it up quite often so that means ill be buggered

    Currently you pay ACC levy for the bike, the car and the van - add it up.

    This idea - you suck it up and pay for 6, then you can use it for any vehicle that can transport 6 people total.

    You feel hard done by? I've got 4 cars (3 of them over 4 litres) a diesel van seating 7 and 2 huge motorbikes.

    Why on earth would the goverment introduce anything that has the potential to reduce their tax take, simply because it is fairer to the taxpayer?
    it's not a bad thing till you throw a KLR into the mix.

    As I said "Unit cost would be high, not every vehicle is being levied". Who said the government would miss out? I think its as close as you can get to user pays.
