The catch-all "(ii) the vehicle operator does not contravene any enactment other than this section that applies in relation to the operation of the vehicle;" is somewhat disturbing though. They have to have something else but that's probably not too hard to find (or invent).

The so-called 'Boy Racer' legislation (despite the fact it actually affects everyone not just 'Boy Racers', whatever the fuck they migt be) was an amendment to the Land Transport Act 1998 called the Land Transport (Unauthorised Street and Drag Racing) Amendment Act 2003.
