Yeah include weight, if only to rebut Nick Smith's claims about weight = dangerous. (Dr in 600+ category but lighter, R6 apparently "safer".... TUI billboard)

Because they collect more in levies and from investments than they spend. The difference is the profit. This profit is to be used in future payments of ongoing claims from accidents occurring in any year from here on. What they call 'fully funded'. This most recent profit will be much less than it might otherwise have been because of the recession. Extrapolate that (as a minimum) profit each year into the future and it will take approx 13 years to amass enough money to sustain the fully funded model. Nick the Dick wants to achieve that status by 2014 (or 2019 at latest) so he needs more now. That's why he says ACC is broke.
We say that we (and the rest of NZ) don't want the fully funded model. We were very happy with the original scheme that collected enough year by year to pay all new and current claims in that year, with a bit left over to offset inflation.
Fully funding is just maybe a better way to go, but not at the expense of us, with huge levies being applied in all areas of collection. The current rate/s (with that profit of $1.2B) should be sufficient, and will achieve the fully funded model. It will just take a little longer than 5 years.
