    Revenue collecting.

    Right, lets see what DB thinks of this.

    You get stopped by a cop, he gives you a ticket for, say, $80. Miserable revenue-collecting toe rag.

    You then go and pay it. Imagine that, fool. Well, anyway, this is only a fairy tale.

    The $80 goes to the consolidated fund. It does not go to the polis. Fact.

    The ticket costs the polis $27 to write and process. That accounts for all the money it takes to print the ticket books, pay the wages of the cop writing it, process the written ticket and forward the paperwork on to the courts system. Yes, $27 per ticket. That's $540 per book, there's 20 in each book. Fact.

    So it costs the polis $27 to write and process your ticket, and the $80 doesn't go to the polis.

    Now, how does that make the polis revenue collectors? From my calculations, it seems they would be better off stopping writing tickets.

    Maybe there's another reason, like wanting people to comply with the law. Now, there's a foreign concept. How would DB cope with that idea? That they actually aren't revenue collectors, they are actually spending money to write tickets?

    Working on your theory of a ticket being worth only $27, and working on the theory that was all that was charged if caught speeding, what would be the deterrent to reduce speeding?

    Hell if $27 was all it would cost me if I was caught fatting along at 160 on a Sunday morning ..................

    Having said that, it would be a lot better if the money earned from road related ticketing was put back into the roads or road related training/education.

    I got done some months ago, for doing 105k while towing a trailer. It was a fair cop - I wasn't watching.. I had been driving for 7 hours, I was tired, all straight road.. long line of traffic following me.. so I paid it. It pissed me off, just like it would the next person. I got flashed, my detector went off, I saw him, I drove plain smack dab into his radar trap, his car door opens.. you know the story. Bugger.

    That is not the problem.

    The problem, is cops trumping up bullshit against ordinary citizens.

    Can I make that any clearer?

    Perhaps ... The Goverment, as the Employers of the Police, pay the Police, to write out tickets. If it costs $27 to write a ticket ... and get $80 from that ticket (is that GST inclusive .. ???) ...a nice little earner ...

    Here's how the ersatz quota system works:
    Land Transport and ACC contract the NZ police to perform traffic safety enforcement duties.
    They want evidence that their money is well spent.
    The police provide that evidence in the form of the number of road safety "contacts" made (fines).
    If Land Transport and ACC are happy with the result,they will fund the police to the same extent next year or maybe to an even greater extent.
    Meaning money for more HP cops,more fancy cars like the supercharged Holden the cop in Mangawhai has and more toys of any description.
    If the number of "contacts" (fines) drops,the police might get less money.
    The problem is,Joe Public is driving slower,drinking less and wearing his seat belt (the only 3 things that cause death on the road.)This means that the police have less cause to issue tickets.
    That is why the cops are always pushing for lower speed limits,lower alcohol limits etc. to compensate for the potential loss of revenue (toys) that increasing lawfulness on the road brings.

    Simple eh?
    Oh yeah, the road toll goes up in spite of this,may come down a little when the price of fuel increases,but that's by the by.

    Eh, I don't know shit about how it really works, but speeding tickets and the like should never be viewed as a revenue source, ever. If that's how it is seen by the government and policy makers, well then shit, the dicks, they don't actually care about public safety do they.

    That burdan on the govt coffers is recognised here in Kyrgyzstan especiall by speeding drivers and the police.

    So what happens when you are stopped? You get out of the car, the officer salutes you, you shake hands...you ask ...Skulka? (How much) He says 300 som...($6) you hand over 1 or 2 hundred and smile and walk off....or you can wait for a reciept in which case the fine increases from 300som to 1000 som and you will be waiting for an hour or two....
