The new vans have been around for months and are fitted with digital cameras of sufficient resolution that features of the driver are easily seen.

If you read this carefully you will see it is an article printed in 2006, and the words "could be in an ice cream truck" were used.

And anyway, it was a wind up but the papers will print anything sometimes.

Police in New Zealand, frustrated by a rural "grapevine" that tips off drunken drivers whenever checkpoints are set up, are taking to the roads in ice cream vans playing Greensleeves.
The ruse was admitted yesterday by officers in the rolling countryside of the central North Island.
Senior Sergeant Nick Dobson said that the standard practice of using unmarked cars to catch offenders was no longer working because drivers recognised the models of the Holden or Ford vehicles that the police force used.
"It is pretty easy to tell what an undercover police car looks like," he said.
"If we have to be sneaky to catch these people then we will be.
"Anything could be a police patrol car. We could be in an ice cream truck. We're trying to get people to think a bit more, but I don't want to give away too much."

You refer to the Previa vans, which were publicly announced. There is an interesting lack of comment on these Hyundai vans in the news and on the web.

I have seen a blue Hyundai Van parked south of Levin on a few occasions recently, And the blacked out windows were a giveaway. Its funny how you soon get used to checking your speed when you do see a van parked at the side of the road. They must be selling off the old vans, as I have seen a couple of them round Levin used by tradesmen now.

If this is the case may I ask how you found out about these new Hyundai vans in the first place? Not that I don't believe you mind you.
