I think the law is already in place for such things. It is only a matter of whether people are mature enough to act responsibly or not.
No matter what the government set on the WoF regulations, there would always be an idiot driving badly.
People should be responsible for their own action, not simply relying on the government to make 100 volumes of Law guidebooks.

What part of which driving test determines that a driver is capable of consulting GPS or reading the latest text from JokeLine without causing an accident? Our car does ...its an Elysion ..and the console next to the driver has the built in navi unit just type in the phone number of where u want ...and a voice will direct you and a 3d map you can watch ..though I use the 2 d ,,one down to 5 meters
It also has tv and DVD functions , but only when the park brake is applied ( though other cars can be viewed when driving dont lnow why ,,,,
Also it can take a pc cars that holds memory sticks and I can put a lot of music on those as well as movies
Finally they installed a decent set of speakers ..no distortion an mind melting levels ....

I am tempted to talk a long writeup about lack of common sense in a lot of people, but I decided against it as my fingers are aching from this winter cold (is it winter yet?).
Besides, it wouldn't change the situation much just by ranting in here. The only thing we can do is be more vigilant. Riding would become more interesting anyway, and I would enjoy the feeling of being alive everytime I get to park my bike at home without incident.
