We have the best, most logical & practical give way rule in the world, if used properly it allows for maximum traffic flow & least amount of congestion, the problem is NZ drivers increasingly get more & more useless at intersections & merging (well driving in general really), however you are right about the NZ Govt

So what are the operational guidelines? I would have thought that an automatic system would not require much setting up.

I agree. The real problem lies with the words "if used properly". Road rules do work to keep order and both versions of that give way rule essentially work okay. But it's the drivers being muppets that screw it up.

Another is the merge like a zip proceedure. Yeah right.... how many times have people here seen a vehicle come to a complete stop in the left merge lane when they could have easily just sped up and merged in with the traffic flow.

It took me the longest time to come to terms with that rule, it is counter-intuative but on reflection it is actually quite a good rule. I reckon it would cost a small fortune to change the rule now, threr are no end of intersectons actually engineered (with signage etc) to accomodate it.

It's actually no different to what happens at a roundabout (just missing the traffic island is all)

Yes, you can't be ticketed via the normal system, but if the operator is awake and takes your number, they can chase you up that way.

They normally only do it for high speeds, but nothing says they can't do it for any speed.

Funny case. A tosser in Chch got snapped at 105 on Bealey Ave. Predictably the operator took the number. The plonker was wearing the same jacket and helmet when the gendarmes found him 3 days later. Got charged with Dangerous Driving, 6 month walk and a fine.
Its not wrong as that is not what the op was asking
yes technically if it is a cop in the van and he is doing his job you can be charged but as you said not via the normal system

its always possible as ther could be a cop walking past who decides your driving is worth reporting. Any joe public can also report you and sometimes that goes to court
