A leader of BRONZ is great at chucking it at the Police but I think he needs to tidy his own house first and get that in order.
Perhaps you could also try a letter to your local MP and get the ball rolling that way.
FYI, a change to the definition of load under the Land Transport Act 1998, Section 2 (Interpretation) is what you would be seeking, and the removal of subsection (c), as below;
load—
(a) includes part of a load; and
(b) includes covers, ropes, ties, blocks, tackles, barrows, or other equipment or object used in the securing or containing of loads on vehicles or the loading or unloading of vehicles, whether or not any other load is on the vehicle; but
(c) does not include animal wastes discharged from animals being carried on a vehicle at the time
Its not the animal wastes discharged from animals being carried on a vehicle its the discharge from tanks on said vehicles that is the problem. You cant stop an animal from shitting between the railings on the vehicle. Its lazy drivers dumping there tanks. There are a lot of discharge points around. Im a truck driver and I see a lot of this happening and it annoys the hell out of me.

yea that too. Farmers that dont stand their stock and stress on the animals will make them shit more and tanks can fill up pretty quickly.
It's when you drive past a dump point and a couple of k's down the road you climb a hill and you see them dumping on the run as they climb. thats a problem.

I am unable to find such exemption; The relevent section of the Act (Land Transport Act 1998 No 110 (as at 01 December 2009)) says:
Can you point to the exemption?Loads transported by vehicles to be secured
A person operating a motor vehicle on a road, and any person loading that vehicle, must ensure that any load carried in or on the vehicle, or in or on a vehicle being towed by the vehicle driven by the operator, is secured and contained in such a manner that it cannot fall or escape from the vehicle.

I have a reply from the police, they thanked me for my concern and report of this truck, they are following up my report and will get back to me.
I was interested to note that I followed the same truck up the hill again last Tuesday. Guess what, truck full of cows, no shit coming out. Hmmmmm?
