Yeah your memory is hazy. Around late 60's early 70's some nice straight roads got 60mph limits while the general open road limit was 55mph. The 60mph roads that I travelled on were a few places on SH2 Hawkes Bay and in the Wairarapa plus SH73 Canterbury Plains. The first oil crisis came at the beginning of '74 in NZ and along with that came the 50mph limit and all those nice "fast" roads lost their 60mph signs. Soon after metrication occurred and the 50mph got converted to 80kph. In 1985 the restriction put on to save fuel was lifted and we got the 100kph limit. It hasn't changed since, so no not in the 90's, but what has happened is more and more roads are being downgraded to 80 or 70 or 60 with us being told they aren't fit for open road limit e.g Paekak Hill Road, SH58 Paremata etc. Along with those reductions has come the immense amount of yellow paint. Yes my friends, the control freaks are winning.
