The last few torrents have done that for me so i'm wondering if its my ISP needs a tune up.

It really depends on the amount of peers and seeder's, if you have a ton of peers say like 3000 and only 20 seeders, then the 3000 people are trying to get the file from 20 people at the same time, there is only so much data that the seeders can handle outbound. So what happens is that you start to download from other peers but most times they only have the same amount of data downloaded as you do as you do.

Being so far from the us doesnt help either, so it may not be your isp fault, also take in mind high trafic times (afternoon/evening) which can affect speed.

What a lot of people do is download the torrent then don't seed it.

This can make getting the last 10% a pain sometimes.
